Barbados is embarking on a significant overhaul of its public service delivery, emphasizing accessibility, efficiency, and a citizen-centric approach. Mark Boyce, the Chief Executive Officer of GovTech Barbados, outlines this digital transformation as part of the government’s broader objective to enhance its interaction with citizens.

“These initiatives are not merely about digitizing existing government processes or upgrading technology,” Boyce stated. “They aim to fundamentally change how the government serves its citizens. Our goal is to make public services not only accessible and efficient but, more importantly, citizen-driven.”

Currently, many public services in Barbados function in isolation, requiring citizens to repeatedly submit the same information and navigate complex systems. Boyce emphasized that future services will be designed with the public’s needs as a priority. “The design of public services should begin with, and continually be tested against, the needs of the people and entities using them,” he explained.

To realize this vision, the government intends to revamp its internal processes and better leverage digital infrastructure. Boyce highlighted the importance of integrated systems across ministries and departments, supported by technologies such as digital identifiers and signatures, as well as centralized access points like the gov.bb portal.

“We must shift from reactive government processes, which depend on citizens or businesses to initiate actions, to proactive ones that anticipate needs,” he said. He noted that significant life events, like births, marriages, and business incorporations, should automatically trigger relevant government services with minimal human intervention.

Boyce also underscored the critical role of data in this transformation. “The government should analyze its data to derive insights for decision-making rather than merely viewing it as a by-product of activities,” he stated.

By harnessing data more effectively, the government aims to enhance service delivery and create new opportunities for the private sector to develop solutions that address local challenges.
