From October 1, 2025, nationals of Barbados, Belize, Dominica, and St Vincent and the Grenadines will be able to enjoy full free movement across these four Caribbean Community (CARICOM) member states.
The agreement grants citizens the right to enter, reside, work, re-enter, and remain indefinitely in any of the participating countries—without the need for a work or residency permit. Nationals will also have access to emergency and primary health care, as well as public primary and secondary education, subject to the resources of the host country.

This development follows a decision taken earlier this year at the 49th Regular Meeting of the CARICOM Conference of Heads of Government, and it marks a significant step toward deepening regional integration.
According to officials, representatives from the four nations have been coordinating to ensure that all administrative and legislative measures are in place for a seamless launch of the arrangement on October 1.
The initiative falls under the Enhanced Cooperation Chapter of the Revised Treaty of Chaguaramas, which allows groups of at least three member states to advance integration among themselves where broader consensus across CARICOM has not yet been achieved.

Unlike the existing CARICOM Single Market and Economy (CSME) framework—where free movement is limited to categories such as skilled workers, service providers, and business owners—this new arrangement provides wider freedoms for all nationals of the four participating countries.
Other CARICOM member states participating in the CSME will continue operating under the current free movement regimes until further regional agreements are reached.
