Caribbean News – Barbados and Martinique Strengthen Caribbean Partnership Through New Cooperation Agreement

Barbados and Martinique have taken a significant step toward deeper regional collaboration following the signing of a new cooperation agreement between Prime Minister Mia Mottley and Serge Letchimy, President of the Executive Council of Martinique.

The agreement was signed on July 7 on the sidelines of the CARICOM Summit, marking an important milestone in Martinique’s renewed engagement with its wider Caribbean community.

The partnership aims to transform regional integration into practical action by supporting economic development, cultural exchange, skills development, and joint solutions to shared challenges facing Caribbean societies.

Expanding Caribbean Cooperation

Letchimy said the agreement represents Martinique’s commitment to playing a more active role in regional affairs.

“Martinique is not simply taking its seat at the CARICOM table. It is here to build, propose, cooperate and act,” he said.

He added that the partnership with Barbados opens a new chapter of “useful, operational, organised and results-driven Caribbean cooperation,” focused on turning shared history, geography and cultural connections into meaningful projects for citizens.

Key Areas of Collaboration

The agreement creates a framework for cooperation across several strategic sectors, including:

  • Cultural and creative industries
  • Sports
  • Education and vocational training
  • Health
  • Tourism
  • Fisheries
  • Risk management
  • Trade facilitation

The partnership is designed to address major regional priorities, including creating opportunities for young people, strengthening economic links, improving resilience to climate-related risks, supporting productive industries, and using culture as a driver of identity and development.

Structured Approach to Deliver Results

To ensure the agreement leads to measurable outcomes, Barbados and Martinique will establish clear monitoring and implementation systems.

The agreement establishes:

  • A Joint Cooperation Committee, co-chaired by Barbados and the Territorial Collectivity of Martinique
  • A Technical Secretariat responsible for coordinating and monitoring projects
  • An annual joint progress report reviewing completed initiatives, funding, performance indicators, challenges, and priorities for the following year

These governance measures are intended to ensure transparency, accountability, and measurable outcomes throughout the life of the agreement.

A Five-Year Vision for Regional Growth

The renewable five-year agreement represents a commitment to building a stronger relationship between Barbados and Martinique while reinforcing Martinique’s role as a bridge connecting the Caribbean with Europe, the Americas and Africa.

Through collaboration in areas such as tourism, culture, trade and education, both territories aim to create new opportunities and strengthen Caribbean unity.
