Barbados News – Barbados’ HOPE Programme Opens Doors to More Middle-Income Earners

State-owned housing company Home Ownership Providing Energy (HOPE Inc.) has moved to clarify concerns surrounding its housing programme, emphasizing that while eligibility criteria have expanded, the pricing of homes remains unchanged.

The clarification comes after concerns were raised by a prospective homeowner who alleged that recent changes had effectively pushed affordable housing beyond the reach of lower-income Barbadians. The individual claimed that eligibility requirements had shifted while they were in the process of selecting a home, raising questions about whether the programme was still serving its original target market.

However, HOPE strongly rejected these claims, reaffirming that its core mission remains focused on providing affordable, quality, hurricane-resilient homes to eligible Barbadians rather than generating profit.

Income Threshold Expanded to Include More Workers

According to HOPE’s Chief Sales Officer Nicôle Layne, the company has not increased the advertised sale prices of homes in its developments.

Instead, Cabinet-approved adjustments were made to the upper income threshold to allow more working Barbadians to qualify for the programme.

The changes include:

  • October 2022: Upper income limit increased to BBD $5,000 net monthly income
  • May 2024: Upper income limit increased to BBD $6,000 net monthly income

These adjustments were designed to broaden access to include additional workers in both the public and private sectors, including teachers, nurses, police officers, and middle-income earners.

HOPE maintains that these changes were intended to expand eligibility rather than exclude lower-income applicants.

Who Qualifies for HOPE Housing?

To qualify for a HOPE home, applicants must meet several criteria, including:

  • Be at least 18 years old
  • Be a Barbadian citizen or resident
  • Have maintained consistent employment for at least two years
  • Earn no more than BBD $6,000 net per month
  • Have never previously owned land or property
  • Complete the required application process

HOPE noted that applicants earning as little as BBD $2,500 net per month may still qualify and proceed to mortgage assessment through their preferred lending institution.

Mortgage Approval Remains with Financial Institutions

HOPE also clarified that while the company assists applicants throughout the home-buying process, mortgage approval is not determined by HOPE.

Once an application is approved, applicants may be considered for available homes based on the order in which qualifying applications are received. Before a lot is allocated, applicants must provide updated financial documentation, including mortgage pre-approval.

After lot selection, HOPE issues an Intent of Sale letter, after which buyers must secure financing directly from a bank or lending institution of their choice.

The final decision on mortgage approval rests entirely with the financial institution.

HOPE Continues Operational Reforms

The housing programme has faced significant scrutiny in recent years.

In 2025, HOPE came under the spotlight following public concerns over operational inefficiencies, construction delays, and cost management issues. These challenges prompted multiple investigations, including a departmental review and a Special Audit by the Auditor General.

The government also undertook restructuring measures, reducing nearly BBD $1 million in operating costs as part of efforts to improve efficiency and restore public confidence.

In response to the audit findings, HOPE acknowledged shortcomings in its early operations, particularly in delivering homes in a cost-effective, timely, and efficient manner.
