Owning a home could soon be a reality for thousands of Barbadians, thanks to a bold new set of tax cuts, expanded mortgage relief, and streamlined land policies aimed at breaking down barriers to affordable housing.
In his budget speech on Monday, Minister of Finance Ryan Straughn unveiled these sweeping reforms, which take effect from April 1, the start of the new fiscal year. His message was clear: more disposable income, better access to financing, and an easier path to homeownership.

More Money in Your Pocket
One of the biggest announcements was a reduction in personal income tax rates, giving Barbadians extra cash to invest in their future.
“This reduction in income tax is designed to provide Barbadians with more disposable income, allowing them to invest in their future while stimulating economic activity,” Straughn said.
While the exact rate cuts will be detailed in upcoming financial legislation, he assured that middle- and low-income earners stand to benefit the most.
Breaking the Mortgage Barrier
For many working Barbadians—especially those earning less than $2,000 per month—owning a home has felt out of reach due to tough lending requirements. Straughn acknowledged the challenge and promised change.
“The reality is that too many Barbadians, despite having steady employment, are unable to secure financing for homeownership. We are committed to making housing more affordable for those who need it most,” he said.

To tackle this, the government is teaming up with banks, credit unions, and insurance companies to create a more flexible mortgage approval process. Additionally, the Mortgage Indemnity Insurance Act will be expanded, allowing more financial institutions to offer loans with greater confidence.
“This expansion will remove one of the biggest barriers to homeownership—access to financing—by allowing banks and credit unions to lend with greater flexibility,” Straughn explained.
A Surge in Affordable Housing
Beyond tax cuts and mortgage relief, the government is launching an aggressive affordable housing initiative, committing to building 2,000 homes per year for the next five years.
“Housing remains one of the biggest concerns for Barbadians,” Straughn said. “We are working in collaboration with the private sector to ensure that more people can access affordable housing options.”
These modern, energy-efficient homes will be developed through strategic public-private partnerships, increasing supply and reducing costs for prospective homeowners.

Unlocking Family-Owned Land
Another game-changer is the introduction of a new family plots policy, designed to make it easier for Barbadians to transfer and develop inherited land.
“Many Barbadians own land that has been in their families for generations, but outdated policies and restrictions have made it difficult to develop. We are fixing this so that families can build homes more easily,” Straughn said.
By cutting through red tape, the policy will allow more families to pass down and build on their land without facing excessive legal and financial hurdles.

With lower taxes, improved mortgage access, and a major housing push, the government is laying the foundation for thousands of Barbadians to secure their own homes, build generational wealth, and strengthen communities.
“These measures are about providing people with a fair chance to own their own homes,” Straughn emphasized.
