The government is advancing plans to redevelop the Holetown Civic Centre, awarding the project to the Insurance Corporation of Barbados Limited (ICBL) to construct a 100-room, US$88 million hotel on the site.
Senior Minister in the Prime Minister’s Office, Dr. William Duguid, addressed Parliament, emphasizing that the process has been transparent, with public notices and consultations dating back to 2021. He dismissed concerns about secrecy, asserting that the government has been open about its intentions.

As part of the redevelopment, the civic centre – home to the police station, Magistrate’s Court, post office, library, and government offices, will be relocated to a new $40 million complex at Trents, St. James. The upgraded facility will also include additional services such as the Social Empowerment Agency.
Duguid highlighted the economic benefits of the hotel project, which is expected to generate employment, attract foreign investment, and boost economic activity. While final approvals are still pending, plans indicate the development of a five-star hotel with around 100 rooms.

Additionally, the Ministry of Transport and Works is implementing flood mitigation measures in Trents as part of the broader redevelopment initiative.
Despite these plans, the project has drawn criticism from organizations like the Barbados National Trust and the Congress of Trade Unions and Staff Associations of Barbados (CTUSAB), who have expressed concerns about the loss of historic community spaces. Duguid assured that the government has engaged with stakeholders and will consider their feedback as the project progresses.
