Pierhead Development Update: Bridgetown Waterfront Project Enters Construction Phase with Strong Community Focus

Barbados’ long-anticipated Pierhead Development has officially moved into its construction phase, marking a major turning point in the $200 million waterfront regeneration effort. On July 25, 2025, Prime Minister Mia Amor Mottley toured the active site in Bridgetown and reaffirmed the project’s deeper purpose: revitalising the capital while uplifting the lives of those who live and work there.

Construction in Full Swing

Standing alongside sole investor Neville Isdell, the PM celebrated the tangible progress now visible at the Inner Basin of the Careenage, home to the historic Screw Dock. The site is buzzing with development activity, as Phase 1—called The Steel Building—is underway. This phase will include:

  • 39 waterfront apartments over three levels
  • A retail village and dining outlets
  • Landscaped public spaces and a heritage trail
  • A beach club, water taxi terminal, and a pedestrian viewing point

This initial stage is expected to continue through 2027, paving the way for a modern yet culturally rooted waterfront.

A Human-Centered Vision

Mottley emphasized that the Pierhead initiative is not just a profit-driven venture—it is deeply tied to improving the quality of life for Bridgetown’s urban communities, including residents of Nelson Street, Vine Street, Spruce Street, and The Orleans. The project is aligned with the government’s Urban Development Fund, which mandates all city developments—including the nearby Hyatt Hotel, Afrexim Bank, and Carlisle House—to contribute to surrounding infrastructure and social improvements.

“There must be no one in Cat’s Castle sleeping on a dirt floor or using a pit toilet,” the PM said, highlighting the urgent need for housing dignity within city limits.

More Than Buildings: Public Space, Pedestrian Access & Culture

Beyond residential and commercial upgrades, the project reinforces a broader urban strategy. Plans are being laid to improve traffic flow and pedestrian access throughout Bridgetown, as well as major upgrades to Fairchild Street Bus Terminal and the River Bus Terminal, ensuring that the city is not just functional but welcoming and inclusive.

The inclusion of art, performance, retail, and historic preservation components also suggests a future where Bridgetown becomes a destination for both culture and commerce, appealing to locals, tourists, and small businesses alike.

What’s Next?

The development unfolds in three major phases:

  1. 2025–2027 (The Steel Building)
    39 apartments, retail spaces, beach club, Screw Dock restoration, and water transport integration.
  2. 2027–2028 (House of Pillars)
    Another 39 apartments, additional shopping and dining, new berthing space.
  3. 2029–2031 (Bridge House)
    100 apartments, an expanded commercial hub, and extensive landscaping and public spaces.

According to Mottley, the groundbreaking reflects strong investor confidence in Barbados as a development destination. She noted that the Pierhead Project moves beyond “just storytelling” and is becoming a visible, functional reality.

“It’s the kind of place where someone might say: ‘Can I live there? Can I open a shop there? Can I swim on that beach?’ That’s the Bridgetown we’re building.”
